摘要
政策网络是一种描述和解释动态复杂政策过程的分析手段。论文对怒江水电开发规划过程的政策网络分析,静态面上重点探讨了行动者的成员、资源与关系类型;动态面上着重分析了行动者的立场及策略,以及彼此间的互动关系。
Policy network is an analysis method to describe and explain the dynamic policy process.This research adopts the concept of policy network to analysis the process of the Nu River hydropower development policy from both static and dynamic perspectives.The static analysis focuses on the members,resources and relations involved of the relevant actors,in the Nu River policy networks.The dynamic analysis covers the positions of the actors,the strategies adopted by them and the interactions inside these networks.
