From Political Development Theory to Approach of Policy Process:Construction of Theory of Middle Range for Chinese Political Reform Study

摘要本文通过批判性分析政治发展理论和政治变迁理论的体系缺失 ,提出建立指导政治改革经验性分析的中层理论的构想。鉴于中国政治改革渐进性与持续性的事实和特征 ,本文以政治改革的政策选择、政策制定和政策实施过程为基本范畴 ,试图构建政策过程的分析理论 ,使其能够运用于中国政治改革的经验性描述和理论概括。 This thesis gives a critical review to Western political development theories and political change theory, and points out that they are limited and misleading in study of political development in non western societies. It argues that these grand theories may not be theoretically applicable in analyses of Chinese case of political reform. Therefore, it is imperative to build some theories of the middle range to guide study of China's experience of incremental political reform. Based on this argument, this thesis also attempts to construct a framework in policy process approach and makes it more suitable for detail analysis of the characteristics of Chinese political reform.
