摘要
本文通过探讨含麻黄碱复方制剂的特殊性、药品经营企业的"过票"行为、不规范操作及相关法律法规状况,根据含麻黄碱复方制剂与麻醉药品和精神药品的相似之处,提出借鉴特殊药品的监管模式,将含麻黄碱复方制剂纳入特殊药品监控信息网络的改革设想,对其实行分类监管,并且规范企业的生产经营活动和患者的购买行为,从法律法规的角度完善对含麻黄碱复方制剂的有效监管。
This paper discusses the particularity of compound prescription preparation including ephedrine,the ＂Guo Piao＂ behavior and non-standard operation in drug manufacturers,and related laws and regulations condition.According to similarities between ephedrine compound prescription preparation and the narcotic and the psychotropic drugs,proposed the reform idea which bring ephedrine compound prescription preparation into network that monitor the special drugs.Refering to the the supervision pattern of special drugs,the idea want to regulate enterprise＇s production and operating activities and patient＇s purchase behavior,and perfect ephedrine compound prescription preparation＇s effective surpervision from laws and regulations.
