行政效能的概念超越了单纯行政效率所能表达的内涵,体现了现代行政的价值意蕴。行政效能提升是一个系统工程,需要考虑影响行政效能建设的多种基本因素;构建行政效能提升的长效机制,需要从现代化管理机制、科学化决策机制、民主化参与机制、内部监督机制、培训任用机制以及信息服务机制等多方面进行。
The concept of administration efficacy transcends the connotation of administration efficiency,and administration efficacy embody the value of modern administration.It is a system project to promote administration efficacy,which need to investigate many factors of administration efficacy construction,and need to form the permanent mechanism of promotion,especially need to establish the mechanism of modern management,scientific decision making,democratization participation,internal supervisory,training and appointment,and information service.
