摘要
以E大学新校区学生公寓项目为例,依据现行的法律、法规和政策,从项目发起人和投资主管部门的角度,分析合作BT基础设施项目在可行性研究报告编制阶段存在的投资计划和监督问题,并探索其原因。最后,对于BT项目在可行性研究阶段的管理,从投资计划、政府监管和能力培养方面提出相关的改善建议。
The paper takes the student apartment project of E University as an example, pursuant to the current laws, rules and policies, from the aspect of project sponsor and authority, analyzes the problems of investment plan and supervision of cooperative BT infrastructure project in the preparation of feasibility study, and explores the causes of these problems. The suggestion for improvement of investment planning, government supervision, management capability of BT project is proposed, which focuses on the phase of project feasibility study.
