摘要
目前对高校学生公寓项目民营化的研究多集中在项目管理模式及风险分类方面,几乎没有涉及项目计划阶段的政策分析。通过对高校学生公寓项目计划阶段的法律、法规和政策的分析,指出了高校学生公寓项目可以获得土地使用、融资担保、税收、资本金比例、风险承担等方面的优惠政策,为项目的计划编制和决策提供指南。
For the privatization of student apartment project of colleges and universities,the past researches mainly concentrate on project management and risk categorization.Few involve the policy analysis on the project planning stage.Based on an analysis of law,administrative rule and policies related to the planning phase,the favorable policies for student apartment projects of colleges and universities in land use,financing guarantee,tax,ratio of capital to investment and risk responsibility are stated,which can be used as a guidance for project planning and decision making.
