摘要
通过对公立医院监管乏力、趋利行为失控、医疗服务失范等现象产生原因分析,提出应着力建立有效的公立医院监控体系框架,充分发挥政府的监管职能,建立和完善社会和行业监管职能,实施有效的监控措施,促进公立医院公益性回归,保证公立医院健康发展。
Through analyzing the reasons of some phenomenon, such as defeat in supervision for public hospital, over-pursuit behavior out of control, medical service in anomie, effective public hospital and monitoring system frame should be established, supervision function should be played by the government effectively, the supervision function of society and profession should be established and consummated, enforce effective monitoring measure, and the regression of public welfare in public hospital should be encouraged, to ensure the healthy development of public hospitals.
