摘要
本文试图改变贫困界定的视角,提出从支出和收入两方面来衡量贫困,以支出大于收入作为界定贫困的标准。运用AHP方法构建模型,以尽量提高救助审批程序的科学性,减少实际工作中的主观性和随意性。提出建立救助套餐,实施分类救助和分级救助,不断完善社会救助的管理机制。
This paper firstly tries to change the perspective of defining poverty by the two aspects of expenditure and income. Then this paper uses AHP model to maximize the scientific of the approval process and to reduce the subjectivity and the arbitrariness in the actual work. Finally, this paper proposes the establishment of rescue packages, the implementation of classification and grading relief aid to constantly improve the management mechanism of social assistance.
