摘要
海洋软实力是实施我国海洋战略,实现民族复兴的重要力量,其测评对于研究海洋软实力的影响因素和提升途径至关重要。海洋软实力是人们能够感受到的影响力,虽然因人而异,但借鉴序数效用理论其大小是可以被测度的。此外,海洋软实力的评价需要对几个国家共同对比才有意义。AHP方法正是研究此类问题较为适合的分析方法,选取当代四个海洋强国与中国作为研究对象,使用AHP方法对五个国家的海洋软实力进行了测评,由强到弱的顺序为美国、英国、日本、中国、俄罗斯。
Marine soft power is an important force to implement China＇s marine strategy and realize national rejuvenation.Its evaluation plays a crucial role in the study of its influencing factors and promoting ways.Marine soft power is a kind of influence which can be perceived by people.Although such perception varies with different people,the degree can be measured by ordinal utility theory.In addition,only when comparing several countries＇ soft power does it make sense.Analytic Hierarchy Process（AHP） is an appropriatemethod to analyze such issues.The article selects four strong marine powers and China as research objects,and then evaluate marine soft power of these five countries with AHP.It is found that marine soft power is arranged in descending order,i.e.the United States,the United Kingdom,Japan,China andRussia.
