摘要
本文采用实证分析和理论分析的方法对影响省级政府对高等教育投入努力程度的因素进行分析。对易于量化的客观因素如当地GDP总量、财政支出、产业结构、地区高等教育规模进行多元回归分析,以得出每个因素对区域预算内高等教育经费的影响权重;对难以量化的政策、法律、制度等因素进行理论分析。最后,依据分析结果提出合理化的政策建议。
The article analyzed the influencing factors to the efforts degree of provincial government input in higher education by adopted the empirical analysis and theoretical analysis.After the multiple regression analysis to the factors of easy-to-quantify,such as the local GDP,financial expenditures,industrial structure,regional higher education scale,the article obtained the influencing weight of each factor on the higher education funding of regional budget;by theoretically analyzed the difficult to quantify factors,such as the policy,law,system,which influencing the efforts degree of provincial government input in higher education,and then,the article put forward the retionalise policy recommendations according to the results.
