摘要
根据生均教育支出成本模型的构建及其他影响教育投入相关因素的分析,设计了可以衡量各地区客观能够承担的教育投入水平的模型,并以各地区实际的教育投入与客观能够承担的教育投入之比来衡量各地区教育投入努力程度。通过对河北省2007年样本县的数据分析,认为河北省地区间小学教育投入努力程度差异较大,一些地区的小学教育投入不足的原因是地方政府的投入努力程度不够,而不是财力不足。并提出完善教育财政转移支付的政策建议。
According to establishment of the model of student average educational expenditure and the factors which influenced the input level of education, the paper designed a model to measure the input level of education that government can undertake objectively. Compared the actural level and the objective level of education input, it measured the input level of effort to education of government. The paper proved that the input effort to primary education of government are insufficient in some district in HeBei, which lead to the input of rural primary education is insufficient. At last, it put forward some suggestions that how to improve education financial transfer payment.
