摘要
湖北省循环社会建设在政府支持、企业参与、技术支撑和社区试点的推动下,取得了初步成效,但在固定废弃物处理方面上,尚存在一些问题。有鉴于此,湖北省要加快循环社会发展,亟需发动政府、企业和社会等多方面力量,健全法律法规体系,打造循环经济产业链,建立生产技术支撑体系,完善宣传教育体系,建立固体废弃物分类处理与回收体系,从而实现废物减量化,资源的再使用和再循环利用。
Preliminary achievements have been made in construction of a sound material-cycle society in Hubei province, but there appear still some defects in disposal of solid waste. This paper proposes that all parties, including the governmental departments, the enterprises and the society take part in the construction to establish a complete system of laws and regulations, form the industrial chain of recycling economy and the supporting system of production technology, optimize the system of publicity and education and establish the system of solid waste disposal and recycling, aiming at reduction of waste and reuse and recycling of resources.
