统筹城乡教育 促进教育公平——创建城乡师资多元互动的合作机制 被引量:7

摘要 统筹城乡教育,缩小城乡之间教育事业"二元结构"的差距主要是在基础教育阶段,基础教育的均衡化对整个教育事业健康、持续、协调发展起着决定性作用。没有基础教育城乡发展的新思路、新格局、新模式,就无法产生教育统筹发展的新动力,没有教育统筹发展的新动力,就找不到城乡统筹发展的关键点和突破口。建构以地方师范院校为主体,依托教育行政部门、中心城市重点中小学、农村中小学,传递和盘活中心城市优质师资资源,放大优质师资资源的辐射效应,实现师范院校、重点中小学和农村中小学的有机衔接,创建以城乡教育统筹发展双赢合作模式为目标的教师教育改革与服务示范实验区,在更加开放、广阔的时空中培养和培训教师,提升农村基础教育师资队伍的水平,切实解决现实城乡教育统筹发展中农村基础教育师资队伍整体素质不高的短板问题。 Taking into account urban and rural education as a whole to narrow the gap between them should be conducted in the stage of basic education,because a balanced basic education is of decisive significance to the sound,coordinative and sustainable development of the whole education cause.Without new ideas,patterns and modes for the development of urban and rural basic education,there will be no new motives for overall education development,and without the motives,there will not be breakthrough in the overall urban-rural development.The writer of this article,therefore,suggests that a new development pattern be constructed,with local teachers’ university as the subject,supported by educational administrative departments,key schools in the central city,and primary and middle schools in the countryside,so that the good teaching resources in the central city can be brought into full play and that the teachers’ college,urban schools and rural schools can be linked organically.The writer also suggests that a model experimental area aiming at a win-win pattern of overall urban-rural education development should be set up,where teachers have more and better chances for training and cultivation,so that the short slab problem caused by poor qualities of rural teachers can be solved substantially.
