摘要
蓄滞洪区的安全建设对于湖区整体防洪工程和保障居民生命财产安全意义重大,在合理引导居民搬迁安置的同时,生产安置也同样至关重要,如何以人为本、因势利导地实现安全区的全面建设和可持续发展,在我国尚属于试点阶段。本文通过介绍钱粮湖镇安全区产业规划的具体编制过程,详细阐述了产业规划的意义及构成,探索了如何利用安全区建设的机遇和农村土地承包经营权流转的新政,因地制宜地调整优化产业结构,积极发展绿色生态产业,同时还建设性的提出了几种产业经营运作模式来全面实施产业规划,为全国的蓄滞洪区建设提供了有益的借鉴及经验。
The flood of security-building project for flood control and security of the whole lake to life and property safety is of great significance,in the reasonable relocation guide residents,while resettlement is also critical to the production,how people-oriented to the prevailing circumstances to achieve the comprehensive construction of the security zone and sustainable development in the country still belongs to the pilot stage.This paper describes the security zone land tax Town,industry specific plan preparation process,elaborated on the significance of industrial planning and structure to explore how to use the opportunities the construction of safe areas and rural land contracting right and the New Deal,according to local conditions to optimize the industrial structure adjustment,Actively develop green industry,but also put forward a constructive mode of operation of several industrial operations to full implementation of the industry plan for the country＇s flood building a useful reference and experience.
