摘要
从控制性详细规划工作的制度设计入手,探讨控规编制与管理工作的整体制度性安排。必须放弃对"终极蓝图"式控规的追求,把控规管理当作一个不断完善、不断适应城市社会经济发展的动态过程。控规作为城市政府重要的公共政策,除了完善编制技术与方法外,最急需的是尽快系统地建立一整套综合、明晰、公开、可监督的控规编制与实施管理机制,明确规定政府部门、开发主体、专业人员和社会公众的责任与权利。
This paper starts with the institutional design of regulatory detailed planning and discusses the comprehensive institutional arrangement for regulatory detailed planning and administration.The ＂ultimate blueprint＂ regulatory detailed plan should be resigned,but let it to be a dynamic process of unceasing maturing and adjusting to the development of social economy.As an important public policy of the government,the regulatory planning need not only improve its methods and techniques,but also set up an integrative,transparent,public and controllable administrative system by clearly identifying the rights and responsibilities of government,developers,experts and the public.
