摘要
本文借鉴压力(Pressure)-状态(State)-反应(Response)模型对公共服务治理进行系统性研究,认为在压力层面,不同公共服务治理模式会产生不同服务绩效。在状态层面,需要建立绩效公式,从效率、回应性和公平三个维度进行评价,同时对该公式进行拆解,可知绩效改善来源于技术效率和公众满意度的提高。在反应层面,认为存在两种改革路径:一种是以提高技术效率为目标;另一种是以同时提高技术效率和公众满意度为目的,即改革为公有私营模式,成立公有有限公司,避免公共服务治理简单回到政府直接管制的倾向。
The governance of public service has become one of the hot problems. Based on the PSR model which represents the meaning of pressure - state - response, this paper tries to deepen the research on this issue. On the pressure analysis, it compares the supply models of public service systematically; On the state analysis, it measures the performance of public service concerning effectiveness, responsiveness and equity, and establishes a formula of public service performance. Through further analysis, it concludes that the improvement of public service performance comes from the increasing of technical efficiency and citizen satisfaction ; On response analysis, there are two ways to reform public service. One way is to enhance the government regulations to improve the technical efficiency. The other is to raise technical efficiency and citizen satisfaction simultaneously. It suggests that the reform of public service governance should be changed to the pattern of Public owners and Private business. It is also suggested that Public Limited Company should be set up to avoid the risk of bringing the governance of public service back under the government's direct control.
