摘要
本文研究了我国水灾的基本特征，分析了水灾形成的主要原因，提出了防御洪灾的措施。
This article deals mainly with the basic features and contributing factors of China's flooding so that we can take necessary measures to prevent the flooding or to lighten the loss.
