摘要
为解决我国用水效率低下的问题,国家逐步推广水权交易,但在实际用水中仍存在大量浪费和污染的现象,履行水权使用者责任已是当务之急。文章从权责平衡的角度,定义了水权使用者以及水权使用者责任的概念,通过对水权使用者责任的成本收益分析,得出了五种情况下的成本收益均衡,揭示了水权使用者履行其责任的内在规律。
To solve the problem of inefficient water-using, water rights trade is promoted gradually in China, but in practice there are still much of water waste and pollution. Therefore, it＇s really imperative to fulfill the responsibility of the water rights users. From the point of equilibrium of the rights and responsibility, this paper defined the of content of water rights users and water rights users＇ responsibility, and drew the conclusion of cost-benefit equilibrium in five conditions though the cost-benefit analysis of water rights users＇ responsibility, so as to reveal the inherent law of water rights users when carrying out their responsibility.
