摘要
重视公民权利、公民意识与公民价值、把公民作为政府活动中心的理念的新公共服务理论对公务员的行政伦理素质提出了新的要求:在具备丰富的知识储备与灵活运用现代化公共技能的基础上,应从主观责任与客观责任两方面加强公务员行政伦理素质的建设。由此引出公务员行政伦理素质测评指标体系的构建,包括政治意识形态领域、价值观层次与心理层次三个维度,分别对应行政法律、法规与制度对公务员外在行为的约束和公务员内在的道德观念与心灵自觉。在测评方法上,选择由专家主持的层次分析方法,结合行政伦理监督机构的设置与相关法律的完善来推动中国公务员公平公正、廉洁功绩等伦理素质的提高。
New public service theory,which emphasizes civil rights,civil awareness,and civil values,has demanded civil servants should owe the quality of administrative ethics.Besides having the sound knowledge and flexible public skills,they should improve their administrative ethics from both the subjective and objective sides.This leads the construction of the evaluation system about the civil servants' qualities of the administrative ethics,which includes the political ideology,values,and psychological levels,corresponding to the constraint of the public laws,regulations,and the inner moral values and conscious mind of civil servants.The method——AHP has been exerted.The ultimate goal is to improve the qualities such as fairness,justness,cleanness and achievements of the civil servants with the installation of the supervision agencies and the perfection of the related laws.
