摘要
美国学者登哈特的“新公共服务”理论,将理论视角聚焦到公共生活的主体———公民而不再是“掌舵”的公共行政官员,提出了“服务,而不是掌舵”的新理念,主张公务员在其管理公共组织和执行公共政策时应该集中承担为公民服务和向公民放权的职责,工作的重点应该是建立一些明显具有完善整合力和回应力的公共机构。同时,新公共服务理论给予公务员以明确的定位———服务于公民,重视公民权,促进公共利益,重视人的价值。探讨新公共服务理论视域下的公务员服务意识,对强化我国公务员服务意识很有借鉴意义。
The theory of "New Public Service" proposed by the American scholar Denhardts focuses its theoretical perspective on citizens-the subject of public life other than "steersmen", the public administrative officials. It puts forward the new principle of "being the servants rather than steersmen", holding that civil servants should take on the responsibility of serving citizens and granting power to citizens when managing public organizations and enforcing public policies; that the key part of their work should be to establish some public institutions that have perfect power of unification and echo ability; and that the civil servants should serve citizens, value their civic rights, promote public interest and honor human value, which requires the great service consciousness of the civil servants. Therefore, discussing the service consciousness of civil servants from the perspective of the New Public Service Theory is of referential significance to the improvement of the service consciousness of civil servants in China.
