摘要
公共政策是以政府为主的公共机构,利用公共资源达到解决社会公共问题,平衡、协调社会公共利益的公共管理过程。随着公共行政从统治模式向治理模式的转变,公共政策的话语背景发生了转换。政策的公共性本质日益凸现,它成为政策的政治合法性获得的主要依据。由此,公共利益作为社会共享性的利益,成为公共政策的归属和目标指向,其界定和实现的方式也发生着相应的转换。
Public policy is a public administrative process in which the public organs use public resources to solve public social problems, balance and coordinate public interests.
