摘要
在近代中国渔业发展历史上,实业家、教育家张謇可谓是倡导和推动渔业近代化的"第一人"。基于护渔权而张海权、兴渔利而助商战的考虑,张謇试办渔业公司、筹办渔业赛会、倡办渔业教育、并在出任临时政府实业总长和北洋政府农林、工商(农商)总长时制订、颁布渔业法规,对中国渔业近代化作出了重大贡献。
In the phylogeny of Chinese modem fishery, the modern industrialist and educator, Zhang Jian, was the first who once initiated and promoted it. In consideration of protecting fishery and protesting it, in consideration of vitalizing fishery and helping commercial wars, Zhang Jian tried to set up the fishery companies, made preparations for the fishery competition and promoted fishery education. At that time, he once was the temporary leader of farming and forestry. Besides that, the department of farming and forestry and the department of industry and commercial of Bei Yang Government were under his leadership. When he was in his office, he established and promulgated the fishery laws. Zhang Jian made great contributions to Chinese fishery modernization.
