摘要
为处理代建单位选择方式与代建市场中的资质管理、评价机制等的相互关系,引入项目治理理论,从正式契约存在信息非对称性的问题出发,通过伙伴行为来建立信任合作关系,从而实行竞争与合作相结合的企业代建单位名录制。进一步从政府监管能力、项目自身特点、代建单位能力和代建市场成熟度等角度考虑代建单位选择,得出公开招标、邀请招标、直接委托以及政府机构集中代建等方式下的代建单位选择策略。
The current situation of agent market in our country shows that the selection method of construction agent organization relies on the motivate mechanism, evaluation mechanism, and qualification management in the agent market. The project governance theory is introduced, with the theory of asymmetric information and the partnership relations of trust and cooperative, and the enterprise agent organization list should be used. Furthermore, factors such as the capacity of government supervision, the project characteristics of their own, the capacity of construction agent organization and the developing level of agent market are considered. Finally, this paper draws the conclusion about how to select the construction agent organization.
