摘要
象征性治理是次于正式制度所欲实现的秩序的一种治理状态,是与主流意识所描述的理想治理状态存在一定落差的实际治理状态。象征性治理在现代社会中是广泛存在的,主要通过语言的、数字的、实物的和强制的四种方式实现。象征性治理形成的直接原因是官员为实现自身利益而过分追求外在形式;从制度角度分析,象征性治理是由官僚体制的内在激励机制扭曲与社会的外在监督机制约束不力综合作用的结果。在一个和平的社会中,象征性治理是次要的治理现象。
Symbolic governance is realistic governance inferior to the governance under the formal institutes and there is a greater lap between it and the ideal situation described by ideology. It exists widely in modern society and created by four ways. The incentives about it include officials’benefits and defect exists in institutional system. Anyway, symbolic governance is non-main stream in a peace society.
