摘要
高等教育普及化不只是一个因学生规模变化而形成的高等教育发展阶段,更是一个因高等教育多样性变化而使大学管理模式不断演进的崭新时代。从精英到大众化、再到普及化的发展过程中,大学办学基本上由教授治校向学术自治与科层管理并举的共同治理过渡,并最终走向全面治理。总体上看,普及化阶段是大学的全面治理时代。就我国而言,由于高等教育集权管理传统和高等教育多样性发展不足,普及化阶段我国大学治理将面临多重矛盾,而"管办评"相对分离是应对多重矛盾、建构大学治理体系的基本原则。在此原则指导下,普及化阶段我国大学治理的主要任务是完善治理结构,提高治理能力,以及引导社会公众参与治理等。
Universal higher education is not just a development stage of higher education,which is formed by the change of students＇ scale.It is also a new era in the evolution of the management mode of university because of the diversity of higher education.From the elite to the mass,and then to universal access,the university has evolved from professorial governance for the shared governance which balance the academic autonomy and bureaucratic management,and to the university comprehensive governance finally.So,the universal access is the era of the university comprehensive governance.However,in the case of China,because of the centralization tradition of the higher education management system and the deficiency of the diversity of higher education,university governance in our country is facing complex conflicts,and management,operation and evaluation is the primary principle for the university governance in the universal access in our country.The basic task of Chinese university governance in the universal stage is to consolidate the leadership system,improve the governance structure,improve governance capacity,and guide the public to participate in governance,etc.
