摘要
新中国成立以来,在计划经济和师范教育体制保障下,由公费保障、定向招生与分配、义务服务期等一系列政策构成的农村教师培养制度逐步建立。上世纪90年代,这一制度体系出现需求与供给的体制断裂,面临利益相关主体之间的关系冲突,存在"去师范化"和"去农村化"的倾向。新时期农村教师培养制度创新的对策建议包括,将农村教师培养制度纳入农村公共服务体系;建立和完善合理的农村教师补充、退出和流动机制;重建农村教师培养制度的体制结构和运行机制;合理选择农村教师培养制度变迁的实现方式。
After the founding of the PRC, the teacher training system in rural areas was gradually established under the protection of the planned economy and the teacher education system, which consists of a series of policies, such as, government-supported expense, enrollment for pre-determined employers, graduate assignments, and voluntary service. In the 1990s, the teacher training system was broken. It was followed with fracture between demand and supply, relation conflicts among stakeholders, and the inclination to eliminate the attributes of teacher-training and rural service. In the new era, the rural teacher training system should be incorporated into the rural public service system; the reasonable mechanism of rural teachers supplement, exit and flow should be established and improved; the institutional structure and operating mechanism of the rural teacher training system should be reconstructed; the transformation approach of rural teacher training system should be reasonable selected.
