摘要
新的世纪，人们将会对地下空间资源重新认识，重新思考，开发利用地下空间，已不再是人防部门孤军作战，或是几个部门的零打碎敲，而是一种统一规划、总体开发的战略行为。总体开发利用地下空间，能够最大限度的减少资源浪费，降低投入成本，保证工程质量，提高整体效能，达到优势互补、事半功倍的效果。能使城市整体防护功能、经济功能、社会功能，都得到大幅度提高，有效的推进城市现代化建设进程。本文就从总体开发地下空间的四大优势，总体开发地下空间的主要模式，总体开发地下空间的基本程序，及必须确定人防部门在总体开发地下空间中的总揽位置等方面作简要论述。
In the new century the development and utilization of underground space will be a strategy approacli with united planning and overall development . During overall development and utilization of underground space there will be maximum reduction of re - source- consumption , decrease of investment cost , guaranttee of the quality of engineering projects and enhancement of the overall efficiency . Consequently , the overall protective function , economical fuction and social function of the city can be improved greatly , which will promote the modernization of urban construction. The advantages of overall develop- ment of underground space , the main pattern and basic procedures were presented and the role of civil air defence authority in such work was discussed . [
