摘要
现代城市正在向立体化方向发展,作为城市立体化发展的重要组成部分的地下空间开发利用是必不可少的。中国城市地下空间的开发尚处于刚刚起步阶段,存在着诸多的问题,其权属不清,而导致了在管理上的混乱等。根据我国目前的地下空间开发利用现状,对城市地下空间的几个属性问题进行了讨论,阐述了其资源属性、经济属性,对地下空间的权属以及地下空间的规划与管理问题提出了作者的认识和观点,为今后我国地下空间规范的开发利用提供基础性理论。
One of the aims of modern urban development is focused on the spatial development, it is neeessary to utilize/develop the underground space as one of the important eomponents of the urban land resources. In China, it is only a start about the development of under underground spaee, at the same time, there are a lot of problems and the Management eonfusion resulted from undear underground rights. Aeeording to the present situation in China, this paper presents a diseussion on the essential properties of the urban underground spaces, sueh as the resource property, the eeonomie property, and the authors present their opinion for the underground spatial right and planning and the management of the urban underground space. Through sueh discussion, the authors provide a basie theory of the reasonable development of underground space in China in the future.
