How to Evaluate the Quality and Level of Higher Education

摘要 尽管高等教育质量和水平是近年学术界与社会普遍关注的热点问题,然而究竟何谓高等教育质量和水平,至今仍是模糊概念。人才培养、知识创新、服务社会三大功能的发挥水平,理当是评价高等教育质量与水平的基本维度,人才培养质量则是其核心。根据不同层次和类型大学的三大功能定位的不同侧重,可进行有关维度的评价;根据评价依据不同,可分为客观评价和主观评价;根据评价主体不同,可分为行政评价、学术评价、学生评价、教师评价、社会评价、用人单位评价,等等。借鉴经济领域的消费价格指数、股市道琼斯指数和恒生指数等编制的基本思路与计算方法,可以尝试编制高等教育质量指数,以较为简洁和及时地反映、评价、监控和预测高等教育质量与水平的变化。有些研究者将高等教育其它构成因素,如专业、课程、教学、管理,等等,看成是高等教育质量的构成部分,其实从本质上看,这些都是为确保三大功能实现而存在的高等教育保障要素与机制。 Although the quality and level of higher education has gained the universal attention from the academic field and the society, its concepts are still not clear. Talent cultivation, knowledge innovation, service for the society are three func- tions of higher education, which are reasonably the basic dimensions for evaluating the quality and level of it, with the quality of talent cultivation being the key factor. According to the different level and classification of universities, the three functions are of different concentration, so we can evaluate the different colleges in accordance with the different emphasis of the three functions of higher education. It can be divided into objective evaluation and subjective evaluation according to different eval- uation standards. And due to the different evaluation subjects, there are administrative evaluation, academic evaluation, student evaluation, teacher evaluation, society evaluation, employer evaluation and etc. By absorbing the basic idea of Con- sumer Price Index,Dow Jones Index and Hang Seng Index in economic area, higher education quality index can be worked out, which is to timely reflect, evaluate, supervise and forecast the change of high education quality and level. Many re- searchers regard the other factors of high education, such as specialty, course, instruction and administration as components of the higher education quality. Actually they are the safeguarding elements and mechanism of higher education to make the three functions come true.
