摘要
公共价值是指客体的公共效用、主体的公共表达和规范的公益导向。公共价值一经形成必然寻求实现,而公共价值的实现离不开组织和管理。人类实现公共价值的组织管理形式可以区分为:政府管理、公共管理和公共治理。公共治理能够最大限度地抑制公共权力的扩张和腐败,能够最大限度地集中和体现公众的意志,所以是实现公共价值的理想途径。
Public values refer to the objects＇public usefulness, the subjects＇public expressions and the standardized public guidance. Once public values are formed, they are surely to be realised. Their realization must be made possible by organization and management. There are three kinds of organization and management for human beings to realise them： namely, government management, public management, and public governance. Public governance is the best way to realise public values for it can best restrict the expansion of public power and erruption.
