摘要
西藏跨越式发展必须以科技进步战略的实施为重要战略选择。要让科技进步成为西藏跨越式发展的动力,就必须全面提升西藏科技进步的效益。这要求在西藏科技进步战略选择、科技进步路径和区域科技进步环境等方面进行系统治理。
Leapfrog development of Tibet must depend on the implementation of scientific and technological progress as an important choice of strategy. The benefit of scientific and technological progress in Tibet must be comprehensively promoted in order to enable scientific and technological progress to drive leapfrog development of Tibet. It requires systematical management on such aspects as selection of scientific and technological progress strategy, scientific and technological progress path and environment of regional scientific and technological progress.
