摘要
从人力资本和制度安排的角度分析农村非政府组织人力资源管理的困难和特殊性,并就当前我国农村非政府组织人力资源管理中的问题提出对策和建议。我国农村非政府组织所处的外部环境大大制约了其人力资源供给与保障机制的发展,组织自身结构的特殊性又使得其职位设置缺乏稳定性和延续性,人力资本得不到很好的应用与发挥。因此,应加强利于农村非政府组织发展的制度安排,促进人力资源管理的专业化,完善组织自身管理,促进其人力资源管理的科学化。
This paper mainly discusses the difficulty and specificity about the human resources management in rural nongovernmental organizations, from the point of view of human capital and institutional arrangements, and puts forward countermeasures and suggestions on the current China's rural non-governmental organizations in human resources management issues. The external environment of China's rural non-governmental organizations greatly restricted the supply of its human resources development and protection mechanisms. The specificity of organizational structure makes their post settings lack stability and continuity, as a result, the human capital can not be applied well. Therefore, we should strengthen the institutional arrangements which conducive to the development of rural non-governmental organizations and improve the organization's own management in order to promote the professionalization and scientification of its human resources management.
