摘要
在群体评价中,针对不同专家(或利益相关者)之间对方案的评价经常存在意见不一致的情况,提出了一种基于两阶段协商的群体评价方法。首先依据给出的协商信息对协商群体进行了意见群划分,然后在此基础上分别对群内意见与群间意见进行了两阶段协商。该方法具有协调群体非一致性意见(或利益)、优化群体评价结论等特点。算例验证了方法的有效性。
Aiming at the inconsistent circumstances which exist in alternatives evaluation conclusions of different experts （or stakeholders）, a method of group evaluation based on two phases-bargaining aggregation is proposed to solve the inconsistency. First, the views of group are divided based on the information given by the bargaining groups, then the courses of two phases-bargaining are conducted on inner-group views and intergroup views, respectively. The method has the characteristics of coordinated groups of the inconsistency views （or interests） and optimizing groups＇ evaluation conclusions and so on. Finally, a numerical example is given to illustrate the effectiveness of the proposed method.
