摘要
“科技民主”的理念打破了“专家”与“普通大众”之间的界限,认为专家的意见只是社会总体决策的参考,公众应当具有参与科技决策的权力,这也为公众参与技术评价范式的兴起奠定了政治基础。本文以国外围绕转基因技术所进行的公众讨论为例,分析了公众参与科技评价的目的与过程。
As some scholars said, the emergence of the thought of ＂science and technology democracy＂ has broken the boundary between the experts and laymen. Based on the viewpoint, the public should have the power to participate the S＆T decision and the advices of experts would be only the reference to social decision. Public participatory technology assessment has been considered as a means for reconstructing trust in risk management with modern technologies. The paper analyzes the object and the process of this kind of technology assessment on the basis of the dispute on the genetically modified technology.
