摘要
免费中等职业教育是国家在农村普及高中阶段教育的一个突破点,也是提高农村地区人口素质和有效转移剩余劳动力的一项重要举措。鉴于当前我国中等职业教育经费投入总量不足、来源集中的现状,再加上历史对中职的欠账,农村生源中职学生较多,免费部分经费数额较大等障碍,要逐步实施免费中职教育,应该进一步明确各级政府对职业教育的财政责任,提供充足的经费保障;完善职业教育相关法律法规,建立健全职业教育经费保障机制;公平确定免费对象,保障教育公平;加强学生收费管理,确保免费教育的落实。

In allusion to the present situation of education funds and the barriers, it is feasible to further distinguish the finance obligation of the governments, perfect the relevant laws and statutes in vocational education, fairly ascerta in vocational education the students of free charge, strengthen charge management.
