摘要
构建多属性指标体系评价复杂系统多种功能或目标已成热点。从水资源供需流程角度,设计了反映水资源供需动态特征的水资源丰度、供水能力、用水效率和需水趋势4个领域构成的福建省水资源供需平衡评价指标体系。运用极差变换法对指标进行无量纲化处理,采用AHP为指标体系赋权。评价结果表明,福建省多数评价单元的供需平衡程度增强,但厦门、泉州变弱,且多数年份弱于周围评价单元。评价结果符合实际,说明指标体系具有区域适用性、可操作性、科学性,可作为对策制定依据。
It has been a hot topic how to construct multi-attributed indicators system to assess multiple functions or purposes of com- plex systems. From the point of view of the dynamic flow of water resources supply and demand balance (WRSDB), a three-layer framework for indicators system is designed to address multiple connotations of WRSDB. The indicator system is made up of the abundance of water resources, water supply capability, water use efficiency and water demand trend. Indicator values are standardized by Extrema Commutation. AHP is applied in weight estimation of the indicator system. The evaluation shows that WRSDB of the majority of assessing units are being strengthened, but being weakened in assessing units of Xiamen and Quanzhou in Fujian Province, which are also weaker than other units in most assessment years. The assessment results accord with the practicality of water resources system in Fujian Province, which indicates that indicator system has multi-attributes of territorial applicability, maneuverability and objectivity. Thus, the indicator system can be a scientific basis of countermeasure constitution of WRSDB.
