摘要
对于自然资源的管理是区域可持续发展的一个重要焦点,也是一个社会经济系统实现可持续发展的关键要求。水资源是社会和经济可持续发展的最重要支撑之一,文章提出采用水资源承载力的概念来评价区域水资源对于当地人口与经济发展规模的支撑能力,并以新疆霍城县为例,选择人口数量和经济规模这2个主要指标,基于历史统计数据,对承载指数(CI)和水资源供需平衡指数(IWSD)进行评价,然后采用相对资源承载力(CCRR)方法对霍城县现状及未来水资源承载力动态趋势进行评价。结果表明,霍城县现状及未来10年的水资源承载力情况都处于较好态势,但即便如此,仍然应当建立和实施合理的水资源政策和措施,以确保霍城县水资源的可持续利用。
Management of the natural resourcesis one of the key points of sustainable development of one region.It is also the important requirement for one social-economic system to develop sustainably .Water resources is one important support to social and economic sus-tainable development .In the paper, the bearing capacity of water resources is proposed to assess the regional water resources for the sup-port ability to the scale of the local population and economic development.Furthermore, Hecheng County is taken as an example, and population and economic scale are selected as two important indexes.Based on the historic statistic data, both CI and IWSD are assessed. Then CCRR method is applied to assess the current situation and future dynamic tendency of the bearing capacity of water resources of Hecheng County.The study shows the bearing capacity of water resources of Hecheng County at present and in future 10 years is at the better tendency.However, rational policy and measures for water resources shall be established and implemented so as to secure the sus-tainable utilization of the water resources of Hecheng County.
