摘要
推进现行土地用途管制实施机制创新,是从根本上缓解土地供求矛盾,充分发挥土地政策宏观调控效能的基本途径。运用案例分析法,通过对中央和地方政府两个层面的土地用途管制政策创新探索透视,认为引入市场调节机制,是土地用途管制制度创新的根本方向。
It is a basic way to relieve the contradiction between demand and supply for land, and to fully display the role of land policy to regulate and control the macro-economy. This paper uses case analysis to get an insight into innovation of land use regulation at levels of both central and local governments, concluding that introducing market mechanism is the ultimate objective of land use regulation innovation.
