摘要
居民的权益性参与是社区可持续发展的重要推动力量,但却面临着合法性不足的困境。深圳月亮湾片区人大代表工作站对居民参与片区环境治理的引导,促进了居民的利益表达从对峙抗争到参与治理、从参与治理到合法性建构的转变。在民间精英的理性引导和策略运作下,居民的权益性参与成为社区的建设性力量。
Residents＇ participation based on equity constitutes a significant driving force in sustainable growth of the community. However, this kind of participation confronts insufficient legitimacy. People＇s Congress deputy workstation at Moon Bay of Shenzhen leads residents in this community to participate in communal environmental management, which promotes the transition of residential expression of equity from confrontation to participation and further to legitimate construction. Under the rational guidance and the tactic operation of nonofficial standouts, residents＇ participation based on equity gradually becomes a constructive power of the community.
