摘要
在新公共管理思潮的影响和推动下,问责制在各国政府广泛运用,并且影响和带动了其在教育领域的推行和实践。现代教育管理制度中,教育问责制正日趋成为教育效能提升和教育目标实现的重要制度安排。处于起步和探索阶段的我们,着力建构起一套行之有效的科学推进方略显得尤为重要。本文在对该项制度涵义、要素、范围、功能及特征进行分析的基础上,提出了教育问责制推进方略的实践选择。
Under the effect and impulse of New Public Management, Accountability System has been applied in the government of every country. It also influences and drives its implement and practice in the domain of education. In the modem educational management system, Accountability System of Education has gradually become the important part in the improvement of educational efficiency and in the implement of educational objective. Now at the beginning of developing, it's important for us to create an effective and scientific promotion scheme. On the basis of its definition, elements, scope, functions and features, this article demonstrates the choices of how to carry out the Accountability System of Education.
