摘要
现阶段,河北省财政金融支农存在的主要问题是财政支持"三农"的稳定增长机制没有形成;财政支农资金管理体制不完善,资金使用效果不理想;农村金融服务供给主体单一,缺乏有效竞争机制;农业保险的作用没有得到充分发挥;农业贷款风险分担机制和信用担保体系尚未建立起来。解决上述问题的有效措施是财政、金融协调联动,健全农村公共财政体系;完善财政投融资体制;财政金融资源结合,实现良性互动,提高支农效率;建立信贷担保基金;充分利用贴息、税收等手段和投资参股方式,支持生产经营者通过市场机制进行融资。
At present, there are some problems concerning the fund supported by finance and government on agriculture in Hebei Province. The steady and increased mechanism of the fiscal support on rural areas, agriculture and farmers has not taken form, The management system of fiscal funds is imperfect, and the use of funds is ineffective. There are only a few organizations to supply financial services in rural areas, which lead to lack of effective competition. The role of agricultural insurance does not play fully. The agricultural loans risk-sharing mechanism and the credit guarantee system have not been established. The effective measures to resolve the problems above are fiscal and financial coordination, improving the public finance system in rural areas, improving fiscal investment and financing system, combining the fiscal and financial resources to achieve positive interaction and improve the efficiency, establishing credit guarantee funds, making full use of discount interest, taxes means and investment in equity to encourage manager to finance through the market mechanism.
