摘要
在以人为本的执政理念下,党的建设的核心是如何将"代表中国最广大人民的根本利益"这一根本宗旨通过制度化、程序化的途径真正落在实处。为此,必须进一步理顺党与人大的关系,将党的主张通过法定程序成为国家意志;必须加强党内和党外、体制内和体制外的多重监督,将党的领导切切实实置于全体党员、全国人民与各社会团体的共同监督制约之下。
