摘要
中部地区是风能资源可利用区,风能资源开发利用在全国占据较重要地位。本文在对中部地区风能资源储量、开发利用价值、开发利用现状与存在问题分析的基础上,提出了风能资源开发与非并网风电产业发展的目标与对策。研究表明,中部地区风能资源有一定开发利用价值,但风电产业发展缓慢,风电场规划目标偏高,各省对风电产业发展的重视程度不一。针对这些问题,提出科学的风能资源开发利用与非并网风电产业发展目标及相应的节能减排目标,预测到2020年中部地区风电装机容量将达到432×104kW,其中非并网风电为173×104kW的发展目标,并对风能资源丰富地区重点建设,选出中部地区风电产业发展的重点区域,建立省级非并网风电产业集聚区。为实现上述目标,建议提升风能资源开发在中部地区发展中的战略地位与作用,做好风能资源的精细化评估,编制科学的风电产业发展规划;根据中部地区低风弱风的情况调整可开发利用的风能指标,尝试开发微风发电技术;同时立足能源多元化高度重视风电开发,因地制宜地确定各省风电产业发展重点,推动中部地区非并网风电产业实现跨越式发展。
It is worthwhile to accelerate the development of wind power generation in central China due to the large quantity of wind power resources found there. Based on analysis of exploitable wind energy reserves and the current status of wind energy exploitation, as well as problems in the development of wind power generation, this paper proposes targets and policies for off-grid wind power development. Although there are abundant exploitable wind energy reserves in central China, the wind power industry is still in an early stage, the targets for development are not feasible, and local governments have not emphasized this sector. This paper proposes scientific objectives for wind energy exploitation and the off-grid wind power industry. The total installed capacity of wind power is expected to reach nearly 4.32 gW, with a capacity of off-grid wind power of 1.73 gW by 2020. The construction of wind power plants will be focused in regions with abundant wind energy resources, along with clusters of off-grid wind power industry in each province. In order to achieve these goals, great effort should be made, such as promoting wind energy exploitation as a prominent strategy for central China, setting up the objectives for wind power generation in correspondence with local conditions, evaluating the exploitable wind energy in detail, adjusting the targets for wind power generation accordingly, and accelerating technological innovation of wind power equipment.
