摘要
城市轨道交通以其大运量、高效率、低污染等优势,成为大城市解决交通问题的首要选择,但其运营亏损靠政府补贴的经营模式,阻碍轨道交通的可持续发展。本文分析了城市轨道交通对沿线房地产升值的作用机理,并指出正外部性的存在导致轨道交通产品供给的不足,从而使得资源难以达到有效配置。同时,对轨道交通正外部性内部化的实现路径进行了探讨,认为在初始产权界定清晰的前提下,科斯的市场解将使轨道交通建设引发的土地增值转化为企业内部收益。提出轨道交通与沿线房地产联合开发模式,将促进轨道交通投资、建设与运营的良性循环,实现可持续发展。
It has been recognized that the urban rail transit (URT), which is a fast, effective, safe, comfortable and environment-friendly urban infrastructure system, is one of the most effective ways to settle the problem of traffic congestion in big cities. On the basis of analyzing the externality of URT, the paper analyzes the mechanism of URT acting on real estate, points out that it is positive externality that leads to inefficiency of the supply of URT. In addition, it discusses the way to realize internalizing external benefit of rail transit, and snpposes the model of giving corporations that the right of land development is a better way to internalize the external benefit. In the end, the mode of joint development will promote sustainable development of urban rail transit.
