摘要
考虑到城市防灾救灾的需求,提出了基于减灾的交通系统规划、设计与管理的方法。分析了灾害对城市及交通系统的影响,引出了灾害、防灾、救灾、减灾、城市生命线系统和交通生命线的基本概念。综合考虑平时和灾时对交通系统的需求,提出了减灾思想及冗余设计理念,阐明了以减灾为目的的城市规划和交通系统规划、设计与管理的重点内容。其中基于减灾的城市交通系统管理,从技术、政策两个层面分别提出了灾时交通管理系统以及交通响应模式。最后从法规教育、防灾意识、防灾准备三个方面总结了防灾减灾的社会保障体系。
Focusing on the planning, design and management of urban transportation systems capable of disaster prevention and relief, this paper analyzes the impacts of natural disasters on cities and their transportation systems, and introduces the fundamental concepts of disaster, disaster-prevention,-relief, and-reduction, as well as urban/transportation lifeline. To meet the transportation needs both in normal time and during disaster periods, the paper elaborates the key tasks in the planning, design and management of a transportation system tailored for disaster relief in light of ideas and theories of disaster relief. Particularly for urban transportation system management in disaster relief, the paper proposes a transportation management and response pattern during disaster periods on both the technical and policy levels. Finally, the paper discusses social security systems for disaster relief and reduction in three respects, i.e., reach-out for law recognition and enhancement, awareness of disaster relief, and readiness of disaster relief.
