摘要
城市道路交通应急管理隶属于城市公共安全应急救援体系,是研究在发生各种应急事件时城市道路交通的运行情况,制定相应的应急预案,在应急救援时实施交通应急决策、组织和管理措施,以实现人身伤亡、财产损失最小化,社会资源消耗最少化。城市道路交通应急管理框架分为理论框架和系统框架:理论框架在分析各类应急事件的致灾机理、影响范围等因素后,将应急事件分为自然灾害、重大事件、突发事件和交通事故四种类型,并对各类应急事件研究内容进行理论描述;系统框架将城市道路交通应急管理系统分为信息系统、决策系统、应急救援系统及通信传输系统,并对应急事件的响应程序加以描述。
Emergency management of urban road traffic belongs to urban public security emergen- cy succor system. Travel conditions of urban road traffic when emergency happens and relevant emergency counter-plans are the main research objects, in addition, corresponding traffic emergency decisions, organizations and management measures hare also been taken into the research contents in order to realize the minimum loss of lives and wealth and the minimum consumption of social resources. Emergency management framework of urban road traffic is differentiated as theoretical framework and system framework. In the theoretical framework, emergency is classified as natural disasters, great accidents, paroxysmal accidents and traffic accidents after analyses of various disasters＇ mechanisms and incidence. In the system framework, emergency management framework of urban road traffic is differentiated as information system, decision system, emergency succor system and communication transmission system, and the research contents of various emergencies are depicted by theoretic manner.
