从佛山改革实践看我国区域性公交产权改革模式

摘要 我国的区域性公交国企基于多种原因,大多面临着经营不善、投入不足、服务不到位等的问题。如何整合公交资源,引进社会资本、竞争机制,解决政府对公交行业的投资问题,以提升公交市场的整体服务水平,已经成了各级政府的当务之急。阐述了广东省佛山市在整合各区公交资源、推进公交汽运产权改革并最终打造"大公交"系统的成功经验与模式,以期对当前顺利推进我国区域性公交汽运产权市场化发展提供借鉴。 The progress of the property market-reform in Chinese regional state-owned bus companies has been lagged behind for some reasons such as poor management, inadequate investment, poor services and so on. How to integrate public transportation resources, social capital and the competition mechanism in order to enhance the overall level of service and solve the investment problem has become the top priority for governments. This paper summarizes the experience in the case of Foshan city in Guangdong province, gives the successful experience and mode to integrate public transportation resources and property reform in order to build the "powerful transit system". The mode may be helpful to smoothly promote the progress of the property market-reform in Chinese regional state-owned bus companies.
