摘要
我国城市交通结构和模式正处于历史性转变的关键时期,道路交通条件无论是路网密度、等级结构、道路标准还是交通管理等,都不同程度地制约着地面公交的有效拓展和有序运行。公交系统本身在体制改革、法制建设、监督保障等方面还有许多工作要做,要达到发达国家那样优质、高效、舒适的公交服务水准还有很长的路要走。要实现公交的快速发展,政府的战略选择和政策导向是关键因素,这将决定未来城市布局演化、城市活力与效率、城市的可持续发展以及城市综合竞争力的提高。
Urban transportation framework and mode in China are in the key stage marking an important historical change. All of road transportation conditions at present, including road network density, road grade framework, road criterion and transportation management, restrict efficient extendation and order operation of ground public transportation. Public transportation system still has a lot of work to do in scheme reformation, law development and supervision protection in order to meet perfect, high efficient and comfortable requirements of public transportation service criterion in advanced countries. Government＇s strategy selection and policy guidence are key factors for realizing public transportation rapid development, which decide future city layout evolvement, city energy and efficiency, city sustainable development and city comprehensive competitive capacity improvement.
