摘要
贵阳市西郊水厂于2002年建成并投入使用,为了解和评价该建设项目的实施效果,于2006年11月进行了该水厂主要供水区域的受益者问卷调查。本文主要关注与贵阳市生活用水水价相关的条件估值法(CVM)调查部分。比较了贵阳市居民生活用水供水状况在西郊水厂建成前后的变化,调查数据显示水量和水质都发生了有益的变化,两配对样本的Wilcoxon符号秩检验方法进一步得出水质在这4年多时间有了显著的改善。计算出贵阳市居民对于4年间水量和水质改善的人均支付意愿(WTP)为在2002年水价基础上增加0.50元/t。对WTP和可能对其产生影响的潜在因素进行了相关分析,Kendall s tau-b相关系数结果显示影响WTP的主要因素有被调查者的月收入和年龄。分析了导致WTP产生偏差的原因及为避免和减少偏差所采取的措施。研究结果可以为贵阳居民生活用水水价改革提供一些参考。
Guiyang West Water Plant began to provide tap water in 2002. In order to evaluate the effect of this project, we designed and conducted a questionnaire in the main regions supplied with tap water in November 2006. In this paper, we focus on the Contingent Valuation Method (CVM) questions related to water price. First, the present situation of water supply for Guiyang citizens was compared with that prior to FY 2002. The survey data showed that both water quality and water supply in FY 2006 are better than they were prior to FY 2002, and the Wilcoxon rank sum test verified a significant change in water quality in Guiyang over this period. Then, we calculated the mean Willingness To Pay (WTP) of citizens for improvements in both water quality and water supply over the four years, and the result was an increase of 0.48 yuan RMB/ton water from 2002 when the water price was 1 yuan RMB/ton. Next, we conducted a correlation analysis for the relationship between WTP and some potential influential factors, and the result of Kendall's tau-b correlation coefficient shows that the major factors affecting WTP are income and age. Finally, some biases which influence mean WTP were inspected and countermeasures taken for avoiding or alleviating the biases were reported. The results of this study can be used as a reference for the reformation of water prices in Guiyang.
