摘要
目前某些震区正在出现一种趋势:地方政府将震后重建作为商机,迅速转移原地居民,集中土地资源,目的在于大搞冒进型房地产开发,而不仔细考虑当地居民的民权和利益。如果没有一场推动震后规划走向民主化的改革,这种腐败的趋势委实不可遏制。
In some quake-stricken zones, there emerges a tendency of the local governments to take the post-quake reconstruction as a commercial opportunity to rapidly dislocate local residents and concentrate land resources for some aggressive real-estate developments, without taking careful consideration of the local people＇s civil rights and benefits. This tendency toward corruption cannot be deterred without a genuine reform of the post-quake planning process toward democratization.
